"This pipeline
will strengthen international energy security by adding more than
a million barrels of oil a day to global supply, and by creating
new jobs and billions of dollars in revenues," —
U.S. Secretary of Energy Spencer Abraham, 27 November 2001, Novorossiysk,
Russia
|
Client: |
Caspian Pipeline Consortium, a 1,500 kilometer crude
oil pipeline system dedicated to transporting oil from the Tengiz
oil field in western Kazakhstan to Russia's Black Sea coast. Called
the "project of the century,” CPC is a $4 billion project and
is one of the largest foreign investment projects in Russia.
|
The Assignment: |
Since 1992, The PBN Company has served as CPC’s strategic communications
consultants. In the 1990s, our assignment was to assist CPC in successfully
completing all requirements for federal, regional and local construction
and environmental permits and right of way approvals, leading to
the Grand Opening ceremony in November 2001.
|
PBN’s Strategy: |
The PBN Company’s strategy was to communicate and stress CPC’s
integrity, honesty and openness through fact-based, transparent
communications about environmental protection, safety, economic
benefits and contract opportunities for local businesses.
|
Results: |
CPC is widely considered as "a bellwether project of
successful international cooperation and an inspiration for further
international investment in Russia and Kazakhstan." Construction
was completed on time and on budget. Community leaders and residents
along the pipeline route supported the project. Media coverage was
extensive and positive. Today, CPC is pumping almost 1.5 million
tons of oil per month and PBN remains CPC’s agency of record.
