The Assignment:

The stark realities of Russia's bubble economy of late 1990s left many domestic and international investors leery of Russia's securities market, despite the fact that capitalization grew from $43 billion in 2000 to $197.2 billion at the end of 2003, a 450% increase. Under a contract funded by The World Bank, The PBN Company is working with the FCSM of Russia to highlight the stability and strategic vision of the agency — all with the aim of reinforcing the image of safety and protection for domestic and foreign investors in the Russian capital markets.
 

PBN’s Strategy:

The PBN Company's communications strategy is to break through the "old Russian stereotypes" held by the international community, particularly investors, and to overcome the Russian public's general distrust of all financial institutions. Utilizing senior FCSM of Russia officials as spokespersons and opinion formers, The PBN Company is positioning the Commission as an effective and committed "Champion of Investors" with both Russian and international audiences.
 

Results:

In the program's first six months alone, the FCSM of Russia has delivered its messages to:

  • Approximately 20 major investment institutions, representing funds in excess of $2 trillion.
  • Leadership of more than 15 governmental and regulatory agencies around the world from the SEC and National Security Council in the United States to the Hong-Kong Securities and Futures Commission Japanese Financial Services.
  • Dozens of international media — Wall Street Journal, Financial Times, Dow Jones News Wire, Reuters, New York Times, Bloomberg News Wire, CNBC, Barron's, Business Week, Forbes and Reuters are just a few examples.
  • Hundreds of thousands of Russians, through TV and radio programs, domestic media outreach, information brochures, regional public education programs and a revised FCSM website.
