The Assignment: |
In June 2001, The World Bank held its Second Annual Conference
on "Empowerment, Security and Opportunity through Law and Justice"
in St. Petersburg, Russia. This Conference brought together more
than 500 government ministers, supreme court justices, legal experts
and others from dozens of countries to share lessons learned and
define what still needs to be addressed with The World Bank's partner
institutions, national governments and civil society. Notable participants
included James Wolfensohn, President, The World Bank; Dmitriy Kozak,
Deputy Chief, Russian Presidential Administration; and, U.S. Supreme
Court Justice Anthony Kennedy. PBN was retained to provide strategic
management and logistical support services for this conference.
PBN's assignment included serving as The World Bank’s de facto representatives
for the World Bank with Russian authorities on a range of programmatic,
security and logistics issues.

PBN’s Strategy: |
PBN outreached to St. Petersburg and Russian federal government
and law enforcement officials to ensure effective coordination and
support from federal and local authorities. We also ensured that
all details were in place — from visa support, hotel reservations
and ground transportation to audio-visual technology services, security
and on-site management — so that participants could focus
on the Conference's important topics.

Results: |
Despite twice as many delegates participating as originally
planned, the St. Petersburg Conference was efficiently and effectively
managed and a major success for both the Russian government and
the World Bank. All items were delivered on-time and on-budget and
no programmatic or logistical details forgotten.
